- Order 1050.1E - Policies and Procedures for Considering Environmental Impacts
Order 1050.1E updates the FAA agency-wide policies and procedures for compliance with the National Environmental Policy Act (NEPA) and implementing regulations issued by the Council on Environmental Quality (40 CFR parts 1500-1508). This order provides guidance for preparing Environmental Assessments (EAs) and Environmental Impacts Statements (EISs) for FAA actions.
- Order 5050.4B - National Environmental Policy Act Implementing Instructions for Airport Projects
Order 5050.4B supplements Order 1050.1E by providing NEPA instructions especially for proposed Federal actions to support airport development projects. This order follows the Council on Environmental Quality’s (CEQ’s) NEPA implementing regulations at 40 CFR 1500 - 1508 and DOT’s Order 5610.C, Policies for Considering Environmental Impacts, and FAA Order 1050.1E.

The Desk Reference summarizes applicable special purpose laws in one location for convenience and quick reference. Its function is to help FAA integrate the compliance of NEPA and applicable special purpose laws to the fullest extent possible. The Desk Reference includes information addressing ways to evaluate potential environmental impacts due to proposed airport actions, and when appropriate, reasonable alternatives.
- Council on Environmental Quality
The Council on Environmental Quality (CEQ) coordinates federal environmental efforts and works closely with agencies and other White House offices in the development of environmental policies and initiatives. Congress established CEQ within the Executive Office of the President as part of the National Environmental Policy Act of 1969 (NEPA). Additional responsibilities were provided by the Environmental Quality Improvement Act of 1970.

- National Environmental Policy Act
An Act to establish a national policy for the environment, to provide for the establishment of a Council on Environmental Quality, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, that this Act may be cited as the “National Environmental Policy Act of 1969”.
- AC 150/5300-13 - Airport Design - Document Information
The standards and recommendations contained in this advisory circular (AC) are recommended by the Federal Aviation Administration for use in the design of civil airports. For airport projects receiving Federal grant-in-aid assistance, the use of these standards is mandatory. At certificated airports, the standards and recommendations may be used to satisfy specific requirements of Federal Aviation regulations (FAR) Part 139.
- National Plan of Integrated Airport Systems (NPIAS) Report
NPIAS identifies more than 3,400 existing and proposed airports that are significant to national air transportation and are therefore eligible to receive Federal grants under the Airport Improvement Program (AIP). The report also includes estimates of the amount of AIP money needed to fund infrastructure development projects that will bring these airports up to current design standards and add capacity to congested airports. The FAA is required to provide Congress with a 5-year estimate of AIP eligible development every 2 years.
- Houston Area Air Traffic System (HAATS) Environmental Assessment (EA)
The Federal Aviation Administration (FAA) prepared an EA to evaluate possible impacts from the redesign of aircraft routes to and from the southeast Texas region. The redesign would not affect airport operations since it only proposed rerouting aircraft when they were more than 5,000 feet above the ground and more than eight nautical miles from their landing or take-off. Additionally, the redesign would not add additional aircraft operations to any area airport.
